    1992 Flag Over White House Clown go to DC Irv Pope HP First Day Cover Scott 2607. The late Irv Pope lived in North Little Rock Arkansas. He was an artist that specialized in watercolors and clowns. He did cachets for me for 5 years before he moved out of state. About 85% of the watercolor cachets he did for me featured clowns.
